CCS activity hours are easy to underreport. They log paid work only, land in the 72-hour band, and never realise a fortnightly study block, some volunteering, or documented job search would push them into the 100-hour band.
The Child Care Subsidy activity test doesn't count paid work alone. Since January 2026, Services Australia uses the term "recognised participation" — a broader definition that captures four things families routinely forget to add.
The four things families miss
1. Approved study. TAFE, uni, an approved short course, professional development. If you're enrolled + attending, those hours count. A parent doing 20 hours of paid work + 8 hours of TAFE per fortnight is at 28 recognised hours — not 20.
2. Volunteering. Formal volunteering with an approved organisation. School canteen roster, community garden, sporting club committee, church group. Bring an ABN or an organisation letter as evidence.
3. Unpaid work in a family business. If your partner runs a business and you help — bookkeeping, admin, running deliveries, answering the phone — those hours count. They are easy to forget to log.
4. Actively looking for work. Registered with a job-search service (Workforce Australia included), attending interviews, updating your resume, applying online. Not just "I'm thinking about a career change" — the documented effort.
Add setting-up-a-business (researching, applying for an ABN, drafting a business plan) and caring for a person with a disability, and you've got the full recognised-participation list.
The bands — where you land
There are only two, and one threshold between them.
More than 48 hours per fortnight → 100 hours of subsidised care per fortnight (in a couple, BOTH parents must clear it — the lower one decides).
48 hours or fewer, including none at all → 72 hours, the 3 Day Guarantee.
Since January 2026 every eligible family starts at 72 hours. That is why there is no longer a band below it: a part-way tier paying less than the guaranteed minimum cannot exist. If you remember 8-16 hour or 16-36 hour bands, those were the old rules.
The lower-partner rule applies to couples. If you do 40 hours and your partner does 6, the family gets 72 hours — and so it would if your partner did 40, because neither of you is over 48.
A worked example
Emma works 3 days at a corporate job — 24 hours per fortnight. She's enrolled in a fortnightly TAFE short-course — 4 hours per fortnight. She volunteers on the school canteen roster once a fortnight — 3 hours. She's on a school-committee that meets once a fortnight — 2 hours.
Reported paid work only: 24 hours → 72 hours of subsidised care.
Reported all recognised activity: 24 + 4 + 3 + 2 = 33 hours → still 72 hours.
Counting everything did not change Emma's entitlement, and it is worth being straight about that. There is one threshold now, at 48 hours, and 33 is not close to it — she would need another 16 hours a fortnight, which is a change in her week rather than a change in her paperwork.
Where the counting does matter is when you are near 48 hours: someone at 45 who only reports paid work, but who also studies or volunteers, may already be over the line. And an accurate record is what you need if Services Australia asks. The point isn't to inflate numbers. It's to not undercount what you're already doing — and to know honestly whether it changes anything.

- Sit for 3 minutes and list every recognised activity you and your partner do in a typical fortnight — beyond paid work.
- Get evidence in a folder if you don't already (enrolment letter, org contact, job-search rego).
- Log into myGov → check your activity hours currently reported to Services Australia. Update if they've drifted.
